Pharma MNCs Expanding in China: Milestones 2005-2009

On 30th October 2004, Roche’s fifth global R&D center started operation in Shanghai
Pudong Zhangjiang Hi-tech Park, making itself the first wholly owned and operated R&D
center set up in China by a pharma MNC.
The establishment of Roche’s Shanghai R&D Center is regarded by industry analysts as
a turning point in the China strategy of pharma MNCs. In the wake of Roche, and since
2005, pharma MNCs have not only accelerated their pace to establish research input in China,
but also geared up investment in building new facilities or expanding current production sites.

AstraZeneca China disclosed in Shanghai that it will up investment by US$ 35 million
and recruit some 500 new employees to expand the production capacity of its Wuxi facility.
The manufacturing plant located in Wuxi, Jiangsu province, is AstraZeneca’s biggest
production base in Asia with an investment of US$170 million. |
April 2006
AstraZeneca celebrated the 5th anniversary of its Wuxi Site, and unveiled a new US$3.8
million packing line which will increase the annual capacity by 40 million packages. |

AstraZeneca announced in Beijing its intention to invest US$100 million in R&D in China
over the next three years, focusing on the benefit and value of innovative medicines for
Chinese patients. The prime focus of this program will be the establishment of the
AstraZeneca Innovation Centre China. |

AstraZeneca’s China sourcing centre was founded in Shanghai as part of the company’s
effort to strengthen global sourcing of active pharmaceutical ingredients. |

AstraZeneca announced a strategic partnership with Peking University 3rd Hospital
to open its first Clinical Pharmacology Unit (CPU) in China. The unit aims to enhance
local clinical research capabilities and speed up access to new medicines to benefit
Chinese patients. |

AstraZeneca announced the company would further expand its supplying base in Wuxi
and have more products locally produced in China. |

Bayer HealthCare (BHC) and Topsun Science and Technology Co. Ltd. together
announced that BHC's Consumer Care Division has signed an agreement in China to
acquire the Western over-the-counter cough and cold portfolio of Topsun Science and
Technology Qidong Gaitianli Pharmaceutical Co. Ltd for USD 158 million. The deal was
approved by the Ministry of Commerce in October 2007, and finally closed in July 2008. |

Bayer HealthCare said it will up investment by RMB 200 million to expand its Beijing facility
by 1.5 times. Upon completion of expansion, Bayer Beijing will boast the fastest production
line in China and even in the Asia-pacific region, with a production capacity 4 times current. |

Bayer HealthCare signed an agreement with the Chinese Ministry of Health, under which
it will spend RMB 20 million to train more than 10,000 doctors from county-level hospitals
in central and western China in the next five years. |

Bayer HealthCare committed to invest RMB 10 million to help the Chinese Ministry of Health
implement the “China Community Healthcare Promotion Project.” |
November 2008
Bayer Schering Pharma pledged RMB 13 million (USD 1.9 million) to help China build 40
haemophilia treatment centers in the next five years. The centers will be set up in 30
major cities, through which the company will provide medical equipment and supplies,
and educational materials for patients. |

Bayer Schering Pharma AG, the pharmaceutical division of Bayer HealthCare,
announced that it will be strengthening its global Research and Development (R&D)
capabilities through the foundation of a global R&D center in Beijing, China.
The company will invest some 100 million Euro over the next five years to
establish the center. |

Bayer Healthcare announced a strategic partnership with Tsinghua University, Beijing,
under which the two sides will establish a joint research center, the Bayer-Tsinghua
(Institute of Biomedicine) Research Center of Innovative Drug Discovery, to be housed
in at the university. The joint research center is part of an initiative advanced by Bayer's
newly announced global R&D center in Beijing to promote collaborations among Bayer
scientists and other researchers. |

Bayer Schering Pharma said it has signed a supply and distribution agreement with
the Polish insulin producer, Bioton and its Singapore subsidiary, SciGen, to strengthen
its pharmaceutical product portfolio. Under the agreement, for an up-front payment
of E31 million, Bayer acquired the exclusive right to market and distribute insulin
produced by Bioton under the trade name of SciLin in China. |

Eli Lilly & Co announced to establish Lilly Asia Venture Capital Fund targeting
at Asian enterprises, especially China-based startups in life sciences sector with
huge potentials. The initial investment of US$ 10 million will be in BioVeda China,
the first international venture capital fund focusing on life science investment in China. |

Eli Lilly & Company inaugurated a Chinese R&D headquarters in the Shanghai
Zhangjiang Hi-tech Park. The Shanghai headquarters will organize a team that
is responsible for R&D management and venture capital investments to seek,
promote and manage the company's cooperation with Chinese companies
and R&D institutes. |

Eli Lilly unveiled an over 40 million USD investment for expanding its facility
in Suzhou, Jiangsu Province, China. Eli Lilly Suzhou Pharmaceutical Company
Limited was founded in October 1995, and has since then become Eli Lilly’s
sub-packing center in Asia Pacific. With an area of 50,000 sqm, the expanded
facility will manufacture Lilly’s insulin products, a function separate from
the old facility which will be utilized fully for producing the cephalosporin
formulations of Lilly. |

GlaxoSmithKline signed a licensing agreement with Simcere Pharmaceutical
Group of Nanjing, China, granting Simcere the right to manufacture and sell
the anti-viral influenza treatment zanamivir in China, Indonesia, Thailand,
Vietnam and all Least Developed Countries. |

Sino-American Tianjin Smith Kline & French Laboratories Ltd, the OTC business
unit of GSK in China, announced that from 2002 to 2007 it has invested
RMB 220 million in new technology development and infrastructure upgrading.
The company said it will invest RMB 8 million to boost its R&D center in Tianjin. |

GlaxoSmithKline said it plans to channel US$100 million by the end of 2008 into
a neuroscience research center in China which will become pivotal to its global
drug development. According to GSK’s Chairman of R&D, Moncef Slaoui, the
Shanghai center will be a one stop shop doing research on all neurodegenerative
diseases such as Alzheimer's, Parkinson's disease and multiple sclerosis. |

Novartis began constructing a US$83-million site for drug production and
development in Changshu of East China's Jiangsu Province, which is expected
to become fully operational by the end of 2007. The new site, Suzhou Novartis
Pharma Technology Co Ltd, is Novartis' sixth investment project in China, which
will analyze, develop and produce chemicals for drugs used to treat leukemia,
epilepsy, hypertension and other diseases. It is part of Novartis' long-term
strategy to increase its investment in China. |

Novartis said that it will unveil its first China R&D center in Shanghai
Zhangjiang High-Tech Park. Called Novartis (China) Biomedical Research Co., Ltd.,
the Novartis center will involve total investment of US$ 98 million, the largest
investment that Novartis has so far put in China. It will also be
Novartis’ tenth R&D center in the world. |

Sandoz, a Novartis subsidiary and global generics giant, acquired a
GMP approved manufacturing facility from Grunenthal Pharmaceutical
China for RMB 260 million and established a new company, Guangdong
Sandoz Pharmaceutical Company, to manufacture generics in China.
The newly acquired plant is located in Zhongshan Health Technology Park,
Guangdong Province. |

Novartis laid foundation for its China Novartis Institutes for BioMedical
Research Co., Ltd in Zhangjiang High-tech Zone of Shanghai. The 38,000 sqm
facility will be home to more than 400 Novartis researchers, said a company statement. |

Pfizer inaugurated a research and development center in Shanghai to provide
technological support to its global operation, particularly its business in China
and the rest of Asia. Company sources said R&D in China is an indispensable part
of the company's global R&D program that involves US$7.9 billion, and Pfizer will
spend about US$25 million on the Shanghai center in the coming five years. |

Pfizer China announced an exclusive strategic partnership agreement in the oncology
area with NovaMed Pharmaceuticals Inc, under the terms of which NovaMed will
serve as Pfizer China’s sole distributional and promotional partner for six of its
oncology products throughout mainland China starting June, 2008. It is the first
alliance of its kind for Pfizer China’s oncology portfolio. |

(Group) Co., Ltd. The contract will be for a term of ten years, starting with

Dalian manufacturing site. Pfizer earmarked US$6 million for this expansion

Roche inaugurated its Pharma Development Center China (PDCC) in China. PDCC is a
high tech drug development center designed to effectively carry out all the stages of
drug development from discovery to clinical development, trials and official paper work.
According to Franz Humer, chairman and CEO of Roche, the primary budget
for the center is 100 million U.S. dollars and it will target cancer and
metabolic diseases like diabetes. |

Roche announced an expansion of its facilities at its site in Shanghai’s
Zhangjiang Hi-Tech Park, an ambitious expansion that seeks to provide the
backbone for the next ten years of the company’s China growth. In addition,

the company will invest EUR 70 million to establish an influenza vaccine
facility in Shenzhen, expanding its vaccine business in China. |

Sanofi-aventis announced the strengthening of its R&D presence in China,
with the expansion of its R&D facility in Shanghai, the new establishment of
a state-of-the-art Biometrics Center in Beijing, and the signature of a
partnership agreement with the Shanghai Institutes for Biological Sciences (SIBS)
for the discovery of breakthrough drugs for neurological diseases, diabetes, and cancer.
This R&D expansion in China will allow the rapid growth of clinical programs and aims
to encompass all activities, from drug-target identification to late-stage clinical

Sanofi-aventis announced that the company will relocate its current manufacturing
facility from downtown Hangzhou and build a new manufacturing site in Binjiang New
Development Zone. Involving an investment of 270 million RMB (31 million Euro),
the new site is scheduled to be completed by 2012 and have an expanded capacity
of 160 million packs. With an area of 44,775 square meters, the new site also allows
the potential for further expansion and the creation of an export hub to other Asian countries. |
